USCIS allows for the combining of work experience and education for the H1B as well as the TN and E3 visas. They follow the 3:1 rule meaning that 3 years of progressive work experience in the field is equivalent to a 1 year of post-secondary (college/university level) education.
A 3 year bachelors degree plus three years of full time work experience, as long as the work experience started after secondary school, can be shown equivalent to a US Bachelor degree. Whenever someone comes to our firm for an evaluation like this we review the education documents and a resume before they order so we can establish exactly what the education equivalence will be. There is no charge for the review.
One way to find a good evaluation agency is to ask your co-workers who they used and if they were happy with the service. Also, when looking for an evaluation agency talk to them before you order. Make sure you speak to someone who makes you feel comfortable and seems knowledgeable. One rule is that if they are not discuss anything with you before you order they certainly won't once you place your order. As the director I make myself available to everyone who calls.
I hope this has been helpful and let me know if you have any other questions.
